Romanian candidates from everywhere

At the West University of Timisoara (UVT), cRomanian citizens everywhere participate in the admission competition pe places specially allocated to this category of candidates, financed from the Romanian state budget, or on study places with fee in lei (in the same amount as for Romanian citizens). Places financed from the state budget can be:

  • without paying tuition fees, but with scholarship;
  • without paying tuition fees, but without scholarship.

From the category Romanians everywhere are part, in accordance with the provisions Law no. 299/2007 on the support granted to Romanians abroad, republished, with subsequent amendments and completions:

  • the people belonging to national minorities, linguistic minorities or indigenous Romanian ethnic groups or belonging to the Romanian cultural and ethnic vein, existing in the neighboring states of Romania and in other states, who assumes the Romanian ethnic, linguistic and cultural identity towards the Romanian authorities, regardless of the ethnonym used;
  • Romanian emigrants, regardless of whether they retained Romanian citizenship or not, their descendants, as well as Romanian citizens with domicile or residence abroad;
  • ethnic groups who identify themselves as of Romanian origin, located outside the country's borders, registered as another minority in the state of residence, who assumes, through self-identification, belonging to the Romanian cultural and identity space;

how long do not hold a Romanian identity card – that is, they do not have a permanent residence on Romanian territory.

Registration for the admission contest is done exclusively online, through the platform www.admitereonline.uvt.roRomanian candidates everywhere will first select the candidate type (Romanian citizens everywhere), and then the university degree they will pursue (bachelor's/master's degree), the faculty to which the university study program they are interested belongs and the session corresponding to the program.

After creating the file, candidates will fill in their personal information and upload the necessary supporting documents.

Candidates will express, in order of preference, their options for enrolling in study programs, through the online admission platform. If they are interested in study programs from different faculties or within the same faculty, but where there are multiple sessions, candidates will create multiple electronic admission "files". Within a submitted file, the candidate can select several options for bachelor's or master's degree university study programs that he or she is interested in, carried out within the same faculty. A candidate can be admitted to a single seat financed from the state budget for the same cycle of university studies, with or without a scholarship.

Choosing options is perhaps the most important activity in the registration process for admission to university studies. By single option one mean choosing a university degree program along with a type of place. The seats can be financed from the state budget, with or without a scholarship, or they can be with a fee. Thus, we urge you to carefully select your options! The creation of the rankings will be done according to the order of your options on study programs and types of places. If you do not select options for fee-paying seats, you will not be distributed to these places if you are not eligible for a state-funded seat.

Candidates applying for positions intended for Romanians from all over the world will pay the registration fee in the same amount as Romanian citizen candidates (200 lei) before submitting the application on the online admission platform. Subsequently, after the start of the academic year, all candidates enrolled in places without paying tuition fees but with a scholarship, respectively without paying tuition fees but without a scholarship, will have their respective fee amount refunded (exclusively for the file admitted to one of the previously mentioned types of places, where the candidate has confirmed the place).

After the end of the registration period, the options, their order, as well as other information in the registration file cannot be modified.

Candidates' documents required for the admission process will be uploaded by them on the admission platform by the deadline for registration and will be presented in original at UVT no later than September 29, 2025, for scanning and certification according to the original by UVT operators. If the original documents are not submitted to the relevant UVT offices within the aforementioned period or if discrepancies are found between the data entered in these documents and the data / documents uploaded by the candidates on the admission platform, the candidates will loses the place confirmed at UVT. Romanian candidates from anywhere admitted to a place financed from the state budget (with or without a scholarship) will lose their place confirmed following the admission process if they do not submit their original baccalaureate diploma (or equivalent) to UVT by September 29, 2025.

 

At the West University of Timișoara (UVT), in 2025, the admission process for bachelor's and master's degree studies will take place in two distinct sessions, in the periods May-July and August-September, respectively.

Who is first session, the admission process (including all related stages, until the display of the final lists of enrolled candidates) is carried out until the date of July 21 2025 for the cycle of university studies of licenseor July 22 2025 for the cycle of university studies of MASTERS.

For the one-second session, the admission process (including all related stages, until the display of the final lists of enrolled candidates) is carried out until the date of 15 September 2025 for the cycle of university studies of licenseor 17 September 2025 for the cycle of university studies of MASTERS.

Each faculty of UVT, through its own regulations for the organization and conduct of the admission process to university studies, establishes its own calendar that includes all stages of the admission process. Romanian candidates from all over the world who present Romanian study documents (diplomas and certificates) issued after graduating from study programs taught in Romanian or study documents/school records attesting to at least three consecutive years of studies followed in Romanian, in a school unit or higher education institution from the national system in Romania or abroad, or certificates or attestations of linguistic competence in Romanian at a minimum level B1, according to The Common European Framework of Reference for Languages, issued by the pre-university education units organizing the introductory course in Romanian, by the accredited higher education institutions in Romania organizing the Romanian Language Preparatory Program for foreign citizens, regardless of the field studied, by the Romanian language, literature, culture and civilization lecturers in higher education institutions abroad, by the Romanian Language Institute or the Romanian Cultural Institute, can enroll directly in university study programs.

Romanians from everywhere who have acquired Romanian language skills in informal contexts can obtain the certification of these skills through an assessment (minimum level B1), defined according to Common European Framework of Reference for LanguagesThe West University of Timisoara, through the Faculty of Letters, History, Philosophy and Theology, organizes the certification of linguistic skills, according to a calendar displayed on the website lift.uvt.ro/certificate-de-competenta-lingvistica, at least two weeks before the end of the registrations for the competition for admission to university studies at UVT.

Candidates who do not meet the above conditions regarding the knowledge of the Romanian language will attend Romanian language preparatory program for foreign citizens, in accordance with the legal provisions in force, the West University of Timișoara runs this study program through the Faculty of Letters, History, Philosophy and Theology (for candidates declared admitted to the category without paying tuition fees, but with a scholarship and without paying tuition fees, but without a scholarship, the preparatory year of the Romanian language is financed in the same regime as the entire study cycle). Candidates who are in this situation will register through the online admission platform and for Romanian language preparatory program for foreign citizens (they will check in the application file for undergraduate/master's studies that they wish to enroll in this program).

Documents required for the admission process to undergraduate university studies for Romanians everywhere (will be uploaded to the online admission platform by the deadline for registration established by the faculties' own regulations regarding the organization and conduct of the admission process and will be presented in original to UVT by the start date of the academic year (29.09.2025) for scanning and certification according to the original by UVT operators):

      • university enrollment form - completed on the online admission platform;
      • birth certificate - copy and authorized translation (where applicable) in Romanian or in an international language;
      • ID card;
      • passport, valid for at least 6 months from the beginning of the university study program (valid at least until April 2026) - copy after the first 3 pages;
      • marriage certificate (if suitable) - and authorized translation into Romanian or an international language;
      • standard medical certificate (issued in Romania or in the country of origin) not older than 90 days from the date of its presentation at the document collection office, attesting whether the candidate is fit to enroll in university studies and, if applicable, the chronic conditions from which the candidate suffers (neuropsychiatric, psycho-pathological, pulmonary, dermato-venereal, disability (type, degree), etc.). Specific learning disorders (dyslexia, dysgraphia, dyscalculia, etc.) or any special educational requirements will be attested by a certificate of diagnosis - and authorized translation into Romanian (if applicable);
      • baccalaureate diploma or equivalent - and authorized translation (where applicable) into Romanian or an international language;
      • for candidates who have already followed/graduated another cycle of undergraduate university studies – if it is a higher education institution in Romania, certificate from the university where the undergraduate university studies program is being followed/has been followed, specifying the study regime for each year of study (financed from the state budget/with a fee);
      • for Romanian citizens domiciled abroad (CRDS), declaration on their own responsibility that they do not have a Romanian identity card / card, drawn up at a notary;
      • a declaration on one's own responsibility, based on freely expressed will, in compliance with the conditions provided by the Framework Convention for the Protection of National Minorities, that they assume the Romanian cultural identity, regardless of the name used in the state of citizenship or residence to designate the respective minority or community, a declaration given at the headquarters of the Department for Romanians Abroad (DRP) or at the diplomatic mission/consular office of Romania in the country of citizenship or residence or at the headquarters of the Ministry of Foreign Affairs. Exceptions are candidates who hold Romanian citizenship or citizenship of the Republic of Moldova (according to the model available on the UVT website, HERE);
      • proof of knowledge of the Romanian language, through Romanian study documents (diplomas and certificates) issued following the graduation of study programs taught in Romanian or study documents/school situations attesting to at least three years of consecutive studies followed in Romanian, in a school unit or higher education institution from the national system in Romania or abroad, or through certificates or attestations of linguistic competence in Romanian at a minimum level B1, according to the Common European Framework of Reference for Languages, issued by the pre-university education units organizing the introductory course in Romanian, by the accredited higher education institutions in Romania organizing the Romanian Language Preparatory Program for foreign citizens, regardless of the field studied, by the lecturers of Romanian language, literature, culture and civilization in higher education institutions abroad, by the Romanian Language Institute or the Romanian Cultural Institute; Citizens from the category of Romanians from all over the world who cannot prove their knowledge of the Romanian language through one of the previously mentioned documents will register to complete the Romanian Language Preparatory Program for Foreign Citizens before the targeted university study program.

Authorized translation into an international language means English or French.

Admission to undergraduate studies will be conducted on the basis of a competition of files, in compliance with the conditions required for application files and the criteria specified in the regulations regarding the organization and conduct of the admission process of each faculty within UVT. In the case of vocational higher education, admission to studies is conditional on passing aptitude tests in which candidates must participate. Within UVT, this situation applies to the university study programs run by the Faculty of Music and Theater, the Faculty of Arts and Design, the Faculty of Physical Education and Sports and the bachelor's degree program in Primary and Preschool Education Pedagogy. In the situation where the number of Romanian candidates from everywhere is greater than the number of places financed from the state budget allocated to a faculty for this category of candidates, their division is made in accordance with the provisions of the regulation on the organization and conduct of the admission process from faculty level.

Documents required for the admission process to master's degree studies for Romanians everywhere (will be uploaded to the online admission platform by the deadline for registration established by the faculties' own regulations regarding the organization and conduct of the admission process and will be presented in original to UVT by the start date of the academic year (29.09.2025) for scanning and certification according to the original by UVT operators):

      • university enrollment form - completed on the online admission platform;
      • birth certificate - and authorized translation (where applicable) into Romanian or an international language;
      • ID card;
      • passport, valid for at least 6 months from the beginning of the university study program (valid at least until April 2026) - copy after the first 3 pages;
      • marriage certificate (if suitable) - and authorized translation into Romanian or an international language;

      • for Romanian citizens domiciled abroad (CRDS), declaration on their own responsibility that they do not have a Romanian identity card / card, drawn up at a notary;

Authorized translation into an international language means English or French.

Admission for this category of candidates to the master's degree cycle is conditioned by participation in exams in UVT faculties which carries out the master's degree programs for which the candidates have opted. They will take entrance exams depending on the option chosen, according to the regulation regarding the organization and development of the admission process to the university study programs from the master's study cycle of each faculty for which they have opted.

Romanian candidates from all over the world declared admitted to the West University of Timisoara on places without paying tuition fees, with or without a scholarship will confirm the place, within the deadline specified by the calendar established by each faculty in its own regulations, on online admission platform, logging in to your own account, viewing the file that has been declared admitted, selecting the "Pay" button next to the registration fee, selecting the option Tax exemption and uploading supporting documents to the section THIS STATEMENT, completed and signed.

Romanian candidates from all over the world declared admitted to the West University of Timisoara on paid places will confirm the place, within the deadline specified by the calendar established by each faculty in its own regulations, on online admission platform, logging into your account, viewing the file that was declared admitted and paying registration fee (250 lei)At the same time, candidates admitted on a a place with a fee will be paid 30% of the value of the annual tuition fee until July 23, 2025, for the July admission session, respectively until September 15, 2025 – the bachelor's degree cycle and September 17, 2025 – the master's degree cycle, for the September admission session, by paying online with the card on the online admission platform.

After obtaining the tuition approval from the Ministry of Education and Research of Romania, Romanian students from all over the world enrolled at the West University of Timisoara (UVT) request the Romanian representations in their countries of domicile/residence study visa and, subsequently, they have the obligation to submit their file to the Immigration Service of Timiș County in order to obtain the right of legal residence in Romania in order to study (residence permit throughout the studies).

If Romanians everywhere change their permanent residence in Romania during their studies, they can continue their studies in accordance with the UVT regulations for Romanian citizens with permanent residence in Romania, starting with the following academic year.

In order to study and live in Romania, Romanian form everywhere students enrolled at the West University of Timișoara (UVT) who do not have Romanian citizenship are required to complete the following steps:

  • obtaining a long-stay visa for studies from the diplomatic mission in the country of residence;
  • obtaining a temporary residence permit in Romania, from the Immigration Service of Timiș County - application submitted at least 30 days before the expiration of the validity of the long-stay visa.

Study visa

Visa is a document issued to the applicant by a host State, which allows him / her long / short access to the territory of that State.

In the case of international students, the Romanian state grants a long-stay visa for studies (symbol D / SD). It is valid for 180 days, granting as a temporary residence on the territory of Romania for a maximum of 90 days cumulated in its validity period. The long-stay visa allows Romanian students from all over, entering the territory of Romania, to request the extension of the right of temporary residence and to obtain a residence permit.

Documents required for the student visa:

  1. Valid passport - Its validity must exceed by at least 3 months the validity date of the entry visa to Romania that is requested and also must have been issued in the last 10 years;

  2. Birth certificate;

  3. Identity card and accompanying card;

  4. Two 3×4 color photographs, recently taken;

  5. Proof of acceptance for studies – issued by the Ministry of Education and Research, showing that the person will follow a form of full-time education at a state or private higher education institution, accredited or provisionally authorized according to the law;

  6. Criminal record; 

  7. Medical travel insurance – for the period of validity of the visa; 

  8. Accommodation contract.

Optional documents:

  1. Legal representative agreement (for minors), notarized declaration from both parents stating that they agree for the minor to study in Romania (if applicable), original and copy;

  2. Financial means – Proof of means of maintenance, in the amount of at least 500 euros or the equivalent in lei of at least 500 euros for Romanians from everywhere admitted on the spot financed from the state budget without a scholarship. This proof is done by presenting an account statement of an international bank card, opened in the visa applicant's name, showing the amount held. For students admitted on the spot with a fee - proof of at least 1400 euros or the equivalent in lei of at least 1400 euros. Careful! This proof is not required for students admitted on a place financed from the state budget with a scholarship; 

  3. Proof of payment of fees – Proof of payment of the tuition fee for at least one year of studies (as applicable).

All documents must be presented in original + copy at the counter of the consulate or embassy. Before that, the visa application form on the portal must be filled out correctly and in full https://eviza.mae.ro, also uploading all supporting documents, to receive an email appointment for physical presentation at the counter (appointment waiting time may vary).

        

Temporary residence permit

Temporary residence permit is an identity document, obtained after obtaining a long-stay visa, which offers the right to reside in Romania during the studies.

After obtaining the tuition approval from the Ministry of Education and Research of Romania, Romanian students from all over the world enrolled at the West University of Timisoara (UVT) request the Romanian representations in their countries of domicile/residence study visa and, subsequently, they have the obligation to submit their file to the Immigration Service of Timiș County in order to obtain the right of legal residence in Romania in order to study (residence permit throughout the studies).

In order to obtain the residence permit, Romanian from everywhere students enrolled at the West University of Timișoara (UVT) will personally submit, at the Immigration Service of Timiș County, a series of documents, at least 30 days before the expiration of the right granted. visa. It can also be submitted through the online application, available at https://portaligi.mai.gov.ro/portaligi/.

The file submitted to the Immigration Service must contain the following documents:

- request;

- border crossing document (passport, travel document, etc.) (original and copy);

- letter of acceptance to studies;

– certificate issued by the West University of Timișoara attesting to the fact that he is enrolled in a university study program, drawn up based on the approval of the Ministry of Education and Research of Romania;

– proof of means of support (example – bank statement), in an amount at least equal to the minimum net basic salary per country guaranteed in payment for a period of at least 6 months (at least 2300 lei for 2024);

- proof of legal ownership of the living space (example: accommodation contract in a UVT dormitory) (in original and copy);

- medical certificate (which can be obtained at the Student Polyclinic in Timisoara).

! The residence permit for Romanian students everywhere enrolled in places financed from the state budget (with scholarship / without scholarship) is granted with exemption from paying taxes.
