Romanian candidates from everywhere

At the West University of Timișoara (UVT), people who fall into the category of Romanians everywhere have the opportunity to run on seats financed from the state budget distributed by the Ministry of Education (MEdu) especially for this category of citizens, with or without a scholarship (only for university study programs taught in Romanian), or on fee-paying seats in lei, in an amount equal to that for Romanian citizens (including university study programs taught in international languages), for undergraduate, master's or doctoral degree programs.

People who belong to the category of Romanians from everywhere are, in accordance with the provisions of Law no. 299/2007 on the support given to Romanians everywhere, republished, with subsequent amendments and completions: persons who freely assume the Romanian cultural identity, persons of Romanian origin and those belonging to the Romanian linguistic and cultural vein who live outside the borders of Romania, regardless of the ethnonym used (Armenians, Armenians, Aromanians, Bessarabians, Bukovinians, Cuvovlahi, Daco-Romanians, Farseros, Herzens, Istro-Romanians, Danube Latins, Macedo-Romanians, Macedonian-Romanians, Maramures, Megleniites, Megleno-Romanians, Moldovans, remain, Romanians, Wallachians, Vlachs, Vlachs, Vlachs, Macedo-Armenians), as well as and Romanian emigrants, whether or not they have retained Romanian citizenship, their descendants and Romanian citizens with permanent residence or residence abroad (who do not have a Romanian identity card).

Registration for the admission contest is done exclusively online, through the platform www.admitereonline.uvt.ro. Romanian candidates from everywhere will select the faculty to which the university study program they are interested in belongs, the cycle of university studies they will follow (bachelor's / master's degree), and then the special admission session for Romanian candidates everywhere, filling in personal information and uploading the necessary supporting documents.

Candidates will express, in the order of their preferences, the options for enrolling in study programs, through the online admission platform. If they are interested in studying programs from different faculties, candidates will create several electronic "files" of admission. A candidate can be admitted to a single seat financed from the state budget for the same cycle of university studies, with or without a scholarship. In a submitted file, the candidate can select several options of bachelor's and master's degree programs, respectively, of which he is interested, carried out within the same faculty. For the same faculty, a candidate may not submit more than two applications.

Romanian citizens everywhere are exempt from payment registration fee.

The documents of the candidates required for the admission process will be uploaded by them on the admission platform by the deadline for registration and will be submitted in original to the UVT by October 3, 2022 at the latest, for scanning and certification according to the original by UVT operators. If the original documents are not submitted to the relevant UVT offices within the aforementioned period or if discrepancies are found between the data entered in these documents and the data / documents uploaded by the candidates on the admission platform, the candidates will loses the place confirmed at UVT. Romanian candidates everywhere admitted to a place financed from the state budget (with or without a scholarship) will lose their place confirmed after the admission process if they do not submit to UVT the baccalaureate diploma (or equivalent) and the original transcript until on October 3, 2022.

After the end of the registration period, the options, their order, as well as other information in the registration form cannot be changed.

Choosing options is perhaps the most important activity in the registration process for admission to university studies. By single option one mean choosing a university degree program along with a type of place. The seats can be financed from the state budget, with or without a scholarship, or they can be with a fee. Thus, we urge you to carefully select your options! The creation of the rankings will be done according to the order of your options on study programs and types of places. If you do not select options for fee-paying seats, you will not be distributed to these places if you are not eligible for a state-funded seat.

At the West University of Timișoara (UVT), in 2022, the admission process for undergraduate and master's degree studies will take place in two separate sessions, in July and September:

      • session 1: 04-29.07.2022;
      • session 2: 01-18.09.2022.

Each UVT faculty, through its own regulations for the organization and development of the admission process to university studies, sets its own registration schedule for the admission process, displaying the results of the admission process and confirmation of places for students declared admitted, within the periods established by the general calendar mentioned above, established at the university level.

Romanian candidates from all over the world who present Romanian study documents related to study programs with teaching in Romanian (diplomas and certificates) or study documents, school situations attesting at least four consecutive years of study followed in Romanian, in a unit / educational institution in the national system in Romania or abroad, as well as those who present certificates or attestations of linguistic competence in the Romanian language of minimum level B2, issued by the Institute of the Romanian Language or by the Romanian Cultural Institute, they can enroll directly in university study programs with teaching in Romanian.

Romanians from everywhere who have acquired Romanian language skills in informal contexts can obtain the certification of these skills through an assessment (minimum level B2), defined according to Common European Framework of Reference for Languages. The West University of Timișoara, through the Faculty of Letters, History and Theology, organizes the certification of language skills, according to a calendar displayed on the university website, at least two weeks before the end of the registrations for the competition for admission to university studies at UVT.

Candidates who do not meet the above conditions regarding the knowledge of the Romanian language will attend Romanian language preparatory program for foreign citizens, in accordance with the legal provisions in force, the West University of Timișoara carrying out this study program through the Faculty of Letters, History and Theology (for the candidates declared admitted to the category without paying tuition fees, but with scholarship and without paying tuition fees, but without a scholarship, the preparatory year for the Romanian language is financed in the same regime as the entire study cycle). Candidates who are in this situation will register through the online admission platform and for Romanian language preparatory program for foreign citizens.

Documents required for the process of admission to undergraduate studies for Romanians everywhere (will be uploaded on the online admission platform by the deadline for registration set by the faculty's own regulations on the organization and conduct of the admission process and will be presented in original at UVT until the beginning of the academic year (03.10.2022) for their scanning and certification according to the original by UVT operators):

      • university enrollment form - completed on the online admission platform;
      • birth certificate - copy and authorized translation (where applicable) in Romanian or in an international language;
      • ID card;
      • passport, valid for at least 6 months from the beginning of the university study program (valid at least until April 2023) - copy after the first 3 pages;
      • marriage certificate (if suitable) - and authorized translation into Romanian or an international language;
      • standard medical certificate (issued in Romania or in the country of origin) not older than 30 days from the date of its presentation at the document collection office, attesting whether the candidate is fit to enroll in university studies and, if applicable, the chronic conditions from which the candidate suffers (neuropsychiatric, psycho-pathological, pulmonary, dermato-venereal, disability (type, degree), etc.). Specific learning disorders (dyslexia, dysgraphia, dyscalculia, etc.) or any special educational requirements will be attested by a certificate of diagnosis - and authorized translation into Romanian (if applicable);
      • baccalaureate diploma or equivalent - and authorized translation (where applicable) into Romanian or an international language;
      • transcript for grades IX - XII (XIII) - and authorized translation (where applicable) into Romanian or an international language;
      • for candidates who have already completed / completed another cycle of undergraduate studies: the bachelor's degree, accompanied by the transcript / diploma supplement - and authorized translations (where applicable) into Romanian and / or, if it is a higher education institution in Romania, certificate from the university where he followed the undergraduate program with the specification of the study regime (financed from the state budget / with fee);
      • for Romanian citizens domiciled abroad (CRDS), declaration on their own responsibility that they do not have a Romanian identity card / card, drawn up at a notary;
      • for Romanian ethnics abroad, declaration on affiliation to the Romanian cultural identity, endorsed by the Romanian diplomatic missions (embassy, ​​consulate) in that country (exception: Republic of Moldova) (the model of the declaration to be completed can be downloaded here);
      • proof of studying the Romanian language (for at least four consecutive years of study) or of completing study programs with teaching in Romanian, issued by an accredited educational institution from abroad or in Romania or, for candidates who have not studied in Romanian Romanian, but know the Romanian language: certificate of linguistic competence issued by the West University of Timișoara, by the Institute of the Romanian Language or by the Romanian Cultural Institute (minimum level B2);
      • the recommendation of the hierarchs or the agreement of the leaders of the cults - for the candidates for admission to theological higher education.

Authorized translation into an international language means English or French.

Admission to undergraduate studies will be carried out on the basis of a competition of files, in compliance with the conditions required for the application files and the criteria specified in its own regulations on the organization and conduct of the admission process of each faculty within the UVT. In the case of higher vocational education, admission to studies is conditional on taking aptitude tests in which candidates must participate. UVT is in this situation the university study programs carried out by the Faculty of Music and Theater, the Faculty of Arts and Design, the Faculty of Physical Education and Sports. If the number of Romanian candidates everywhere is higher than the number of places financed from the state budget allocated to a faculty for this category of candidates, their division is based on the average of the baccalaureate exam or equivalent, equivalent to a grade-based unitary system on a scale of 1 to 10. If several candidates ranked on the last / last places financed from the state budget with / without scholarship have averages at the baccalaureate exam equal after their equivalence in grading system 1-10, the candidates are divided according to the marks for the baccalaureate exams (or the averages from the years of high school equivalent for them, in case of not organizing the baccalaureate exam due to the pandemic caused by the spread of SARS-CoV-2 virus), equivalent similarly, depending on the relevance of the subjects / examination tests for the field / program of university studies for which they are applying ( the grades from the most relevant test appear, and if the tie persists, the grades from the second most relevant test are compared, etc.). The order of relevance of the tests for the baccalaureate exam (or equivalent) is established by the admission commission at the faculty level.

Documents required for the admission process for master's degree studies for Romanians everywhere (will be uploaded on the online admission platform until the deadline for registration established by the faculty's own regulations on the organization and conduct of the admission process and will be presented in original at UVT until the beginning of the academic year (03.10.2022) for their scanning and certification according to the original by UVT operators):

      • university enrollment form - completed on the online admission platform;
      • birth certificate - and authorized translation (where applicable) into Romanian or an international language;
      • ID card;
      • passport, valid for at least 6 months from the beginning of the university study program (valid at least until April 2023) - copy after the first 3 pages;
      • marriage certificate (if suitable) - and authorized translation into Romanian or an international language;

      • for Romanian citizens domiciled abroad (CRDS), declaration on their own responsibility that they do not have a Romanian identity card / card, drawn up at a notary;

      • the recommendation of the hierarchs or the agreement of the leaders of the cults - for the candidates for admission to theological higher education.

Authorized translation into an international language means English or French.

Admission for this category of candidates to the master's degree cycle is conditioned by participation in exams in UVT faculties which carries out the master's degree programs for which the candidates have opted. They will take entrance exams depending on the option chosen, according to the regulation regarding the organization and development of the admission process to the university study programs from the master's study cycle of each faculty for which they have opted.

The Romanian candidates from everywhere declared admitted to the West University of Timișoara will confirm the place, within the term specified by the calendar established by each faculty separately by its own regulations, on online admission platform, logging in to your own account, viewing the file that has been declared admitted, selecting the "Pay" button next to the registration fee, selecting the option Tax exemption and uploading supporting documents to the section THIS STATEMENT, completed and signed.

If the candidate occupies a paid position, he / she will pay 30% of the value of the annual tuition fee until August 3, 2022, for the admission session in July, respectively until September 20, 2022, for the admission session in September, by paying online with the card on the online admission platform.

After obtaining the schooling approval from the Romanian Ministry of Education, Romanian from everywhere students enrolled at the West University of Timișoara (UVT) apply to the Romanian representatives from the countries of domicile / residence study visa and, subsequently, they have the obligation to submit their file to the Immigration Service of Timiș County in order to obtain the right of legal residence in Romania in order to study (residence permit throughout the studies).

If Romanians everywhere change their permanent residence in Romania during their studies, they can continue their studies in accordance with the UVT regulations for Romanian citizens with permanent residence in Romania, starting with the following academic year.

In order to study and live in Romania, Romanian form everywhere students enrolled at the West University of Timișoara (UVT) who do not have Romanian citizenship are required to complete the following steps:

  • obtaining a long-stay visa for studies from the diplomatic mission in the country of residence;
  • obtaining a temporary residence permit in Romania, from the Immigration Service of Timiș County - application submitted at least 30 days before the expiration of the validity of the long-stay visa.

Study visa

Visa is a document issued to the applicant by a host State, which allows him / her long / short access to the territory of that State.

In the case of international students, the Romanian state grants a long-stay visa for studies (symbol D / SD). It is valid for 180 days, granting as a temporary residence on the territory of Romania for a maximum of 90 days cumulated in its validity period. The long-stay visa allows Romanian students from all over, entering the territory of Romania, to request the extension of the right of temporary residence and to obtain a residence permit.

Thus, Romanian from everywhere students admitted to the West University of Timișoara (UVT), in order to obtain a long-stay visa, will go through the following steps:

  1. They will contact, by e-mail, the Romanian diplomatic mission in the region of their domicile (consular office or embassy) and will specify the fact that they apply for this type of visa. This email will contain the following documents:
  • standardized application;
  • the schooling approval, from which it will result that a university study program will follow at the West University of Timișoara.
  1. They will be presented at the scheduled date and time at the consulate in the region of his domicile with the following documents:
  • standard application;
  • 2 color photos with size ¾ cm, taken recently;
  • the passport, which must be valid for at least 6 months after the visa is applied for, must contain at least two blank pages and be issued in the last 10 years (original and copy of the first 3 pages);
  • identity card (in original and copy);
  • birth certificate (original and copy);
  • proof of completion of studies;
  • proof of acceptance to study at the West University of Timișoara, issued by the Romanian Ministry of Education;
  • proof of payment of the tuition fee for at least one year of study (if applicable);
  • proof of means of subsistence (example - account statement), in an amount at least equal to the minimum net basic salary in Romania (in the case of students from Serbia - at least 1386 lei for 2022), respectively with the minimum gross basic salary in Romania (for students from the Republic of Moldova - at least 2300 lei for 2022). This proof applies to students admitted to the budget without a scholarship or fee;
  • criminal record certificate or other document with the same legal value, issued by the authorities of the state of domicile or residence and, as the case may be, apostille or superlegalized;
  • medical insurance during the validity of the visa;
  • the approval of the parents or the guardian regarding the stay for study purposes on the Romanian territory, if the student is a minor (if applicable);
  • proof of knowledge of the language in which the study program to be conducted will take place, except for students who will follow the Romanian language preparatory program for foreign citizens.

! The candidate will submit the file to the consular office closest to his / her place of residence.

! For the Republic of Moldova, Serbia and Macedonia, the Romanian visa is granted free of charge, until Romania's accession to the Schengen area.

Temporary residence permit

Temporary residence permit is an identity document, obtained after obtaining a long-stay visa, which offers the right to reside in Romania during the studies.

After obtaining the schooling approval from the Romanian Ministry of Education, Romanian from everywhere students enrolled at the West University of Timișoara (UVT) apply to the Romanian representatives from the countries of domicile / residence study visa and, subsequently, they have the obligation to submit their file to the Immigration Service of Timiș County in order to obtain the right of legal residence in Romania in order to study (residence permit throughout the studies).

In order to obtain the residence permit, Romanian from everywhere students enrolled at the West University of Timișoara (UVT) will personally submit, at the Immigration Service of Timiș County, a series of documents, at least 30 days before the expiration of the right granted. visa. It can also be submitted through the online application, available at https://portaligi.mai.gov.ro/portaligi/.

The file submitted to the Immigration Service must contain the following documents:

- request;

- border crossing document (passport, travel document, etc.) (original and copy);

- letter of acceptance to studies;

- the certificate issued by the West University of Timișoara attesting the fact that it is enrolled in a university study program, drafted based on the approval of the Romanian Ministry of Education;

- proof of means of subsistence (example - account statement), in an amount at least equal to the minimum gross basic salary per country guaranteed in payment for a period of at least 6 months (at least 2300 lei for 2022);

- proof of legal ownership of the living space (example: accommodation contract in a UVT dormitory) (in original and copy);

- medical certificate (which can be obtained at the Student Polyclinic in Timisoara).

! The residence permit for Romanian students everywhere enrolled in places financed from the state budget (with scholarship / without scholarship) is granted with exemption from paying taxes.
