Description of the exam test (s)

Article 11. Admission competition/tests

(1) Admission to undergraduate studies at the Faculty of Governance and Communication Sciences, regardless of the form of education in which they are organized, is done through a competition, based on the tests established by this regulation, in order to evaluate skills.

(2) Admission to undergraduate university study programs consists of a selection of candidates who submit their admission file, based on the average between the grade obtained in the written test of Romanian language and literature within the baccalaureate exam (in a proportion of 50%) and the grade obtained in Language proficiency assessment test (in proportion to 50%).

(3) For all undergraduate university study programs within the Faculty of Governance and Communication Sciences, an admission test will be organized in the form of a test to evaluate linguistic and reasoning skills.

(4) Language proficiency assessment test it is a written test and has three sections (tasks): vocabulary, analogical reasoning and inductive reasoning. Each task corresponds to 15 subjects with only one correct answer. The maximum score of the test is 10 (ten) and is calculated as follows: 0,20 points x number of correct answers + 1 point ex officio.

(5) Working time for resolution The language and reasoning skills evaluation test is 60 minutes.

(6) The minimum passing score for the language and reasoning skills assessment test will be 5,00.

            (7) a) Candidates' access to the examination rooms is allowed on the basis of a photo ID, until 08:45.

  1. b) Candidates are prohibited from having on them during the test any sources of information that could be used to solve the subjects, as well as any means of remote communication (mobile phones, tablets, etc.). Violation of these provisions constitutes fraud and will result in elimination from the competition and the assignment being graded 1 (one). The supervisory committee will draw up a report stating the reason for the candidate's elimination from the exam, which it will attach to his/her assignment.
  2. c) In order to prepare written papers, candidates use only black or blue permanent ink or pen.
  3. d) Candidates are assigned to rooms in alphabetical order, according to the lists published on the faculty website. Each candidate receives a standardized competition thesis, with the faculty stamp, on which he writes his first and last name in capital letters and fills in the other data. The corner of the competition thesis will be glued and stamped at the time of submission of the work, only after the persons supervising in the room have verified the identity of the candidates and the correct completion of all the required data and after the room managers have signed inside the portion to be sealed.

e) From the moment the envelope containing the competition tests is opened, no candidate may enter the room and no candidate may leave the room, unless they surrender

the written work and signs its submission. Candidates who are not in the room at the time of opening the envelope lose the right to take the respective test.

  1. f) Candidates are prohibited from leaving the examination room during the entire duration of the examination. In exceptional cases, if a candidate requests to temporarily leave the room, he must be permanently accompanied by one of the invigilators until returning to the examination room.
  2. g) No member of the admission committee present at the competition venue may communicate the content of the competition topics to the outside world until the end of the written test.
  3. h) The sheets received by the candidate will not be changed by the committee members, regardless of the reasons invoked by the candidate.

(8) a) During the test, the members of the admission committee and the invigilators in the rooms cannot give candidates instructions regarding the test and cannot make changes to it or the evaluation and grading scale. Any questions related to the topics are discussed directly with the topic development committee.

  1. b) Each candidate receives as many standardized tests as they need.
  2. c) At the end of the allotted time, candidates submit their papers under signature. The last three candidates remain in the room until the last paper is submitted.
  3. d) All candidates sign, at the time of submission of their papers, the minutes of their submission-reception.
  4. e) The chairman of the admissions committee takes over the work under signature from the supervisors.
  5. f) Proven fraud will result in elimination from the competition. Fraud is also considered to be the writing of the candidate's name on the competition thesis outside the box that is sealed and any other distinctive signs that would allow the identification of the work. In these cases, the room manager records the facts and measures taken in a report, and the work is canceled with the mention "Fraud". The report is communicated to the admissions committee and the candidate concerned.
  6. g) The sanction provided for in letter f) also applies for exceeding the competition time.
  7. h) A report is drawn up for each competition hall.

(9) a) The evaluation and grading scales established by the subject development committee are displayed and published on the faculty website (www.pfc.uvt.ro). Candidates can submit their appeals online at admissionre.fsgc@e-uvt.ro. Complaints about the scale are resolved by the complaints resolution commission. The scale established following the resolution of the complaints is published on its website. Complaints can only be sent from the e-mail address with which the candidate is registered for the admission competition at the e-mail address admissionre.fsgc@e-uvt.ro.

  1. b) In the event that, following the resolution of the scale appeals, one or more questions from the assessment test are cancelled, the score corresponding to the cancelled questions is awarded to all candidates.
  2. c) In the event that, following the resolution of the scale appeals, it is assessed that the correct answer to one of the questions is different from the one indicated in the scale, the scale will be corrected and the corresponding score for the respective question will be awarded only to the candidates who indicated the correct answer established by the final scale.
  3. d) In the event that, following the resolution of the scale appeals, it is assessed that the answer indicated as correct in the initial scale is not the only correct answer, the score corresponding to the respective question is awarded for any of the answer options established as correct by the final scale.

(10) a) Candidates may contest the scores obtained. The contest may only be sent from the email address with which the candidate is registered for the admission competition at the email address admissionre.fsgc@e-uvt.ro.

  1. b) In order to resolve the appeals, the corner of the work will be sealed again.
  2. c) Appeals are resolved by the appeals resolution committee, and the results of the appeals are displayed within 24 hours of the expiry date of the appeals submission deadline.
  3. d) The grade awarded by the committee mentioned in point c) is final and cannot be lower than the contested grade.

This procedure will be posted on the website. https://admitere.uvt.ro/ and that of the Faculty of Governance and Communication Sciences, https://pfc.uvt.ro/.

Details regarding the admission steps

    Article 16. Admission average (1) The minimum general average for admission to undergraduate university study programs organized by UVT cannot be lower than 6,00 (six), provided that none of the grades obtained in the competitive exams is lower than 5,00 (five). (2) The general admission average is calculated with two decimal places, without rounding, according to the following formula: 50% grade obtained in the Romanian language and literature test of the baccalaureate exam + 50% grade obtained in the Linguistic and Reasoning Skills Assessment Test. In the case of candidates who do not take the Romanian language test during the baccalaureate exam, the grade obtained in the mother tongue test during the baccalaureate exam will be taken into account when calculating the admission average. For the category of Romanian candidates from all over the world, the general admission average is calculated according to the following formula: 100% baccalaureate exam average. (3) Candidates are ranked in descending order of averages obtained at the admission test and within the limits of approved places for each university study program. (4) The overall average or overall scores obtained by candidates in the admission competition are valid for establishing the ranking only within the Faculty of Governance and Communication Sciences, according to this regulation. (5) The ranking resulting from the admissions competition will also be used for the allocation of places financed from the state budget, these going to the best-ranked eligible candidates, for each bachelor's degree program. For tiebreakers, in the case of candidates with admission averages equal to that of the last place allocated to both places financed from the state budget and places with a fee, the following criteria will be used: a. the grade of the written test in the profile discipline within the baccalaureate exam; b. the grade obtained in the written test in the discipline of choice, depending on the profile/specialization of high school studies, within the baccalaureate exam. (6) The tie-breaking criteria for candidates from the category of Romanians abroad may vary, depending on the specifics of the exam structure in each country. For Romanian candidates from anywhere in the Republic of Moldova with admission averages equal to that of the last place allocated to both places financed from the state budget and places with a fee, the following criteria will be used: a. Romanian language and literature grade; b. the grade for the second written test. For Romanian candidates from all over the world, from other states, with admission averages equal to that of the last place allocated both to places financed from the state budget and to places with a fee, the following criteria will be used: a. the grade in the language and literature of the respective state; b. the grade for the second written test. (7) For each field of study and undergraduate university study program, the selection of students for the first year will be made from among the candidates who submitted the application file, firstly, based on the options expressed upon registration and, secondly, based on the admission average (according to the principle "the option is higher than the average"). Candidates are classified by fields and undergraduate university study programs, by places financed from the state budget or by places with a fee, within the limit of the total number of places approved by the MEC, according to three criteria, namely: - the number of available places for which the admission competition is organized; - the options expressed by candidates through the online registration platform; - the strictly descending order of the general average for admission to undergraduate university studies. a) Candidates are assigned electronically, within the limit of available places, using the UVT online admission platform, according to the principle "The option is above average", hence the importance of completing the options on the online admission platform. Candidates are recommended to select as many options as possible on the online admission platform, in order of preference, to optimize their chances of being admitted to undergraduate university studies at their desired location. b) Following the admission competition, candidates are declared admitted or rejected. In order to confirm the place obtained, candidates declared admitted are required to pay the registration fee, according to the admission process calendar. c) After the confirmation stage, the online admission platform automatically operates the final update of the ranking by redistributing the admitted candidates, who have paid the registration fee, to the places vacated by the candidates admitted following the admission competition, but who have not paid the registration fee. Thus, admitted and confirmed candidates have the opportunity to move up in the ranking of the Faculty of Governance and Communication Sciences by study programs, according to the order of preferences selected on the online admission platform. (8) The classification of candidates is done in descending order of the averages obtained in the admission exam and within the limit of the places approved for each undergraduate university study program.

    Article 14. (1) Students who have obtained distinctions (I, II, III prizes) at international school olympiads during their high school studies, as well as the I prize at national olympiads financed by the Ministry of Education and Research, will be admitted directly to places financed from the state budget, with an admission average of 10 (ten), within the admission competition for undergraduate university study programs offered by the Faculty of Governance and Communication Sciences. (2) Students who have obtained distinctions (II, III prizes) during their high school studies at national school olympiads, recognized by the Ministry of Education and Research in school subjects in the fields of Language and Communication and Man and Society will be given 2 points added, without exceeding the maximum grade, to the Language and Reasoning Competence Assessment Test within the admission competition for undergraduate university study programs offered by the Faculty of Governance and Communication Sciences. (3) Students who have obtained distinctions (I, II, III prizes, mention) in the individual or collaborative section of the competition Communication and Creativity in the Digital Era - Governing the Future, organized by the Faculty of Government and Communication Sciences, will benefit from additional points to the admission average to the undergraduate university study programs of the Faculty of Government and Communication Sciences, as follows: – I Prize: Individual section: +1 point to the admission average Collaborative section: +1 point to the admission average for each team member – II Prize: Individual section: +0,75 points to the admission average Collaborative section: +0,75 points to the admission average for each team member – III Prize: Individual section: +0,5 points to the admission average Collaborative section: +0,5 points to the admission average for each team member – Mention: Individual section: +0,25 points to the admission average Collaborative section: +0,25 points to the admission average for each team member Article 15. (1) Candidates who have obtained the status of class leaders within UVT partner high schools or who have obtained an average of 10 in the baccalaureate exam (based on the invitation letter signed by the UVT rector, a letter that must accompany the candidate's file) take the admission tests specific to the undergraduate university study program(s), except in the case where they have obtained distinctions in national or international olympiads/competitions during their high school studies and fall under the special conditions relating to the admission process mentioned in article 14 of these regulations. (2) The candidates mentioned in paragraph (1) of this article benefit from access to places free of charge. If they are enrolled, following the admission competition, in a place with a fee, they will benefit from an exemption from the tuition fee in the first year of studies, based on an application submitted to the Student InfoCentre by the end of the second week of the academic year at the latest; in this case, they will not pay the first installment of the tuition fee, uploading the letter received in the section dedicated to the payment of this fee on the digital admission platform, acting as a supporting document for the exemption from payment.

List of required documents

Article 9. Documents required for registration in the admission process
(1)
The documents required for the application file for undergraduate university study programs within the Faculty of Governance and Communication Sciences are the following:
1. Identity card/report card;
2.Birth certificate;
3. Marriage certificate – if applicable;
4. Baccalaureate diploma or equivalent diploma. Candidates who passed the baccalaureate exam in the sessions corresponding to the 2024-2025 school year can upload to the admission platform and present at the points of collection of documents necessary for the admission process at the UVT headquarters and at the county admission centers organized by UVT, for the admission session immediately following the session in which they passed the baccalaureate exam, instead of the baccalaureate diploma, the certificate issued by the pre-university education unit in the original or in a legalized copy, which mentions the general average from the baccalaureate exam, the grades obtained in the tests taken at this exam, the validity period and the fact that the diploma was not issued.
5. Medical certificate issued by the family doctor, no older than 90 days from the date of its presentation at the document collection office, attesting whether the candidate is fit to enroll in university studies and, if applicable, the chronic conditions from which the candidate suffers (neuropsychiatric, psycho-pathological, pulmonary, dermato-venereal, disability (type, degree) etc.). Specific learning disorders (dyslexia, dysgraphia, dyscalculia etc.) or possible special educational requirements will be attested by a diagnostic certificate;
6. Certificate attesting to the completion of another undergraduate university study program (completed or not at the time of submitting the file), mentioning the funding regime in which each year of study was completed (with funding from the state budget/with a fee, if it is/was carried out at a state higher education institution in Romania) and, if applicable, the years and semesters of study in which the student benefited from the scholarship, respectively its type – if applicable.

Candidates who are Romanian citizens or citizens of Member States of the European Union, the European Economic Area and the Swiss Confederation, as well as British citizens and their family members, as beneficiaries of the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community 2019/C 384 I/01 (British citizens who are in Romania and continue to reside on the territory of Romania after the end of the transition period of the withdrawal process of the United Kingdom of Great Britain and Northern Ireland from the European Union, established in accordance with Article 126 of the Withdrawal Agreement for 31 December 2020, their family members who accompany them or who join them after the end of the transition period if they had the status of family members before its end, as well as children born or adopted after the end of the transition period, provided that proof of registration from the General Immigration Inspectorate within the Ministry of Internal Affairs), who completed their high school studies outside Romania, as well as those who hold study documents issued by education providers that provide pre-university education activities based on a curriculum of another state, on the territory of Romania, must present, in addition to the above documents, the equivalence/recognition document of studies issued by the National Center for the Recognition and Equivalence of Diplomas (CNRED). In the case of recognition documents issued online by the specialized departments within the Ministry of Education and Research, these are uploaded in electronic format to the admission platform by the candidate, within the deadline established for registration by the own regulation regarding the organization and conduct of the admission process at the level of each faculty, and do not require certification according to the original by UVT operators. The necessary documents and the procedure for the equivalence of studies completed outside Romania are mentioned in Annex 2 of the Regulation of the West University of Timișoara (UVT) regarding the organization and conduct of the admission process for university study programs at the bachelor's degree level.

The documents required for candidates applying for places intended for Romanian citizens from all over the world2 are mentioned in Annex 3 of the Regulations of the West University of Timișoara (UVT)
regarding the organization and conduct of the admission process for undergraduate university study programs.
(4)
Applicants eligible for exemption from the registration fee, in accordance with Article 19 of this Regulation, will upload on the admission platform also the supporting documents for the category in which they fall.
(5)
Candidates with outstanding results at national or international Olympics and competitions can upload the relevant supporting documents on the admission platform.
(6)
For admission to undergraduate university study programs taught in Romanian, candidates who do not hold Romanian citizenship and who do not present Romanian study documents (diplomas and certificates) issued following the graduation of study programs taught in Romanian or study documents/school situations attesting to at least three years of consecutive studies followed in Romanian issued by school units/higher education institutions from the national system in Romania or abroad, are required to present a certificate/attestation of linguistic competence for the Romanian language of minimum level B1, according to the Common European Framework of Reference for Languages, issued by the pre-university education units organizing the introductory course in Romanian, by the accredited higher education institutions in Romania organizing the Romanian language preparatory program for foreign citizens, regardless of the field studied, by the lecturers of Romanian language, literature, culture and civilization in higher education institutions abroad, by the Romanian Language Institute or the Romanian Cultural Institute.
(7)
For students who took the baccalaureate exam in Romania and who followed high school studies in an international language or a language of national minorities, the certification of linguistic skills in oral communication in Romanian is done with the baccalaureate diploma, issued by authorized/accredited educational institutions in Romania.
